configureNotifications() function

Configures a notify-container component used to opt-into new behaviours for toast notifications such as stacking You can have a notify-container in each of the four corners of the screen. If you call this function for a ToastPosition and it does not yet exist then this function will create one. If it already exists then this will override its config
